Carlito P. Caliboso is a Member of the firm, providing clients with nuanced legal advice in the areas of energy, public utilities, telecommunications, regulatory, and finance law.  Drawing on his extensive experience both as an attorney and as a former top regulatory official and dedicated public servant, he is considered one of the leading regulatory law attorneys in Hawaii. Carlito was selected for inclusion in The Best Lawyers in America© 2015, 2016, 2017, 2018, 2019, 2020, and 2021 in the areas of Energy Regulatory Law and Utilities Law.

Carlito served from 2003 to 2011 as Chairman of Public Utilities Commission of the State of Hawaii, presiding over public hearings and evidentiary hearings, and leading the Commission’s staff of professionals.  During his tenure, the Commission addressed major energy policy issues in dockets addressing renewable portfolio standards, independent third-party administration of energy efficiency programs, distributed generation, competitive bidding, net energy metering, feed-in-tariffs, decoupling, and energy efficiency portfolio standards, among many other issues.

While on the Commission, Carlito served on the board, and on several committees, of the National Association of Regulatory Utility Commissioners; as President of the Western Conference of Public Service Commissioners; on the board of the National Regulatory Research Institute; on the FCC’s Intergovernmental Advisory Committee; and on the Federal-State Joint Conference on Advanced Telecommunications Services.

Before joining the Commission, Carlito practiced law in Hawaii at Cades Schutte LLP, primarily handling business, finance, real estate, and other transactional matters.  He is licensed to practice law in the State of Hawaii and the U.S. District Court for the District of Hawaii, and is a member of the Hawaii State Bar Association and the American Bar Association.

Carlito earned a Bachelor of Business Administration degree from University of Hawaii; a Juris Doctor degree from the William S. Richardson School of Law at the University of Hawaii; and an Executive Masters of Business Administration degree from the Shidler College of Business at the University of Hawaii.
