Jennifer Ontai practices in the areas of health care, corporate, and employee benefits law.   Jennifer counsels a broad range of health care clients on a variety of regulatory, transactional, and compliance matters, including the False Claims Act, Anti-Kickback Statute, Stark Law, patient privacy and HIPAA, certificate of need, billing and reimbursement, CMS certification, contract negotiation and preparation, software license agreements, peer review proceedings, employment and professional services agreements, acquisition and sale of health care entities and practices, joint ventures, federal health care program compliance, and state licensing.   She frequently represents individuals and entities in both state and federal government enforcement actions, including internal investigations and self-disclosures pertaining to these laws and the design and implementation of related compliance programs. 

Jennifer also has extensive experience advising a number of Taft-Hartley trust fund clients on ERISA, including making recommendations regarding the administration of the trust fund, facilitating benefit determinations, preparing and interpreting plan documents, and drafting other forms and notices required for the operation of the trust fund.  She is skilled in developing policies and procedures for use by trust funds and representing trust funds in U.S. Department of Labor audits and other matters involving the Internal Revenue Service.

In her corporate practice, Jennifer focuses on the representation of companies primarily in the health care industry.  Jennifer assists businesses with a variety of corporate transactions including formation planning, mergers and acquisitions, corporate governance, regulatory compliance considerations, and tax exemption filings, among other general corporate matters. 

Jennifer earned her Bachelor of Science in Business Administration from the University of Southern California and her JD/MBA from the University of Hawaii’s William S. Richardson School of Law and Shidler College of Business. While in law school, Jennifer served as Executive Editor for Publications for the University of Hawaii Law Review.  Prior to entering private practice, Jennifer served as a law clerk to the Honorable Bert I. Ayabe of the First Circuit Court of Hawaii.

Jennifer currently serves on the Board of Directors for Hawaii Women Lawyers and on the Board of the Parent Association of St. Clement’s School.
